I am directed to refer to your secret letter
No. Sec/24/30 of 6th February, 1939, on the subject of the
extension of Kai Tak Aerodrome and to inform you that
consideration has been given to your representations regarding the cost of construction of the full width of
the road between points Y and Z on the plan enclosed with
secret letter No.6/2820/25c dated 2nd February, 1939,
from this office. It is true that the opportunity was
taken to widen this section of the road in construction,
but such widening, although generally desirable from the
point of view of the Colonial Government, would not have
been undertaken independently for some considerable time.
The Colonial Government is, however, prepared to agree
that only one half of the cost of construction of the
road between points Y and Z should be included in the
calculation of the total cost to be shared by the Air
Ministry. If you agree with this suggestion I am to
request that the payment of the revised s um may be made.
